Paul Krugman's OP-ED piece in yesterday's New York Times entitled A Can't-Do Government begins with the sentence, Before 9/11 the Federal Emergency Management Agency listed the three most likely catastrophic disasters facing America: a terrorist attack on New York, a major earthquake in San Francisco and a hurricane strike on New Orleans.
Since only two of the three disasters are behind us, we here in the Bay Area ought to focus on the most important lesson we can draw from Katrina and its aftermath - namely, that neighborhoods ought to be better prepared.
